LOS ANGELES CA, September 20 ( Dr Cyberspace ) — by Robert Bishop — The New Hampshire Senate on Thursday sustained Gov. Chris Sununu’s veto of House Bill 364. HB-364 would have allowed home cannabis cultivation for medical marijuana patients.

 

The Senate’s 13-11 vote failed to reach the two-thirds majority of 16 votes needed to override Gov. Sununu’s veto.

The bipartisan bill was sponsored by Rep. Robert “Renny” Cushing, D-Hampton, and Sen. John Reagan, R-Deerfield.

 

HB-364 would’ve allowed medical marijuana patients and caregivers to possess three mature cannabis plants + three immature plants + 12 seedlings.

 

Caregivers were only allowed to grow for one patient, and the cannabis plants were to be kept in a locked facility.

 

The New Hampshire House voted 259-120 on Wednesday, and managed the two-thirds majority required to override Sununu’s veto.

The New England political director for The Marijuana Policy Project, Matt Simon, said in a press release following the House vote: “It’s encouraging to see the House vote so strongly in favor of HB 364.

 

This bill is critical for patients who are successfully using cannabis to stay off opioids, but are unable to afford the high-priced products that are available from dispensaries.”

 

The Marijuana Policy Project also made the point that 68-percent of New Hampshire’s residents support legal medical marijuana.

 

They noted that the states bordering New Hampshire have legalized home cannabis cultivation for patients, caregivers, and adults.

Medical Marijuana has been legal in New Hampshire since 2013 and by 2018, over 7,000 residents had registered as patients.

 

Today, in New Hampshire there are only five licensed dispensaries making it difficult for patients to access their medicine. The five New Hampshire medical marijuana dispensaries are located in Dover, Merrimack, Lebanon, Plymouth and Conway.

 

In his veto message, Gov. Sununu said he was concerned that home grown marijuana would undermine the state’s dispensaries.
